Free & Reduced Application Information

Please read the following carefully before completing the application.

Submit only ONE application per household. Filling out more than one application will delay the processing of your application. If you provide a valid email address you will receive your eligibility status results via email once the application is processed.

Please have your SNAP CASE NUMBER and/or GROSS INCOME available prior to starting the application process.

We no longer accept annual income on our applications. To convert to acceptable frequencies use the following chart:

The online screen cannot sit unattended for more than 10 minutes. If left unattended for more than 10 minutes, the system will automatically log you out.

The online application has been correctly submitted once you receive a congratulations page with a confirmation number. Please print this page for your records.

Applications are processed within 5-10 business days, depending on volume. Until your application is processed you will need to provide your child(ren) a meal from home or send money to purchase school meals.

The District School Board of Pasco County participates in the National School Lunch and Breakfast Programs. Through these programs we offer free and reduced-price meals to students from families who meet certain income requirements determined by the U.S. Government. Each new school year all students that wish to participate in the free and reduced-priced meal program must submit a new free and reduced-price meal application. Students are qualified for free or reduced-price meals through three (3) different methods. The first method is through direct certification; the second is through students that are identified as a homeless or migrant student; and the third is through the free and reduced-price meal application process.

Qualification Methods

Direct Certication

This process involves a computer match of district students to information provided by the Department of Education, which marks students in families receiving SNAP, TANF, and FDPIR benefits as eligible for free meals at their school sites. If you qualify, you will receive written notification on approval.

 

Households who are directly certified do not need to complete an application. If there are additional students in the household that are directly certified, send an email to FNS Finance listing all students in the household and their Student ID Numbers. They will be linked to their siblings’ status within 24-28 business hours, of the date the email is received. Students cannot be linked until they are registered and have a schedule. If the student is new to the district they need call the week before school starts.

Homeless, Migrant and Runaway Students

Students that are identified by the district as homeless, migrant, or runaway are entitled to free meals at their school sites. Homeless status must be confirmed by our S.I.T (Students in Transition) program. You should contact the homeless liaison at your child’s school or the district coordinator at 813-794-2262 to apply for the program. If approved, they will notify Food and Nutrition of your participation in the program and your children will begin receiving meal benefits. These students do not have to submit a meal application.

Free & Reduced Meal Application Process

Only one (1) application is needed per household. Students are qualified through the application process based on the total number of household members and the combined income of the household members, or would qualify based on SNAP number. 

 

Before you begin the online application process, please make sure you have your social security numbers, and/or SNAP number. The system will automatically log you out if inactive for more than 10 minutes. The online application can be translated into a variety of languages directly on the site.

 

Important: A new application must be completed each school year. Meal benefits begin on the day the application is processed by Food and Nutrition Services and continue throughout the school year in which the application is approved, the summer, and approximately the first thirty days of the next school year. The approval process can take approximately 5-10 business days. Parents are asked to provide your child with lunch money or a lunch from home until you have received verification of your meal benefits.

Unique Household Circumstances

Joint Custody

When two parents have joint custody of a child, the household that would provide the greatest benefits should apply for the child, (lowest income). 

Adopted Child(ren)

A child who has been adopted is considered part of the household. No special consideration is given for adopted children. Households must complete an application based on income and include all members of the household, including the adopted child. Any adoption subsidy received by the household should be included as income.

Foster Child(ren)

The majority of foster children will qualify for free meals, via direct certification. Households still need to apply based on income and include all members of the household, including the foster child.

Deployed Service Member

For the purposes of determining household size, deployed service members are considered part of the household. Their names should be included on the application, as well as their income, with the exclusion of combat pay. All allowances should be included in income, with the exception of a housing allowance that is part of the Military Housing Privatization Initiative.

Children Away at Boarding School/College

A child temporarily away at school, living on campus, and receiving over half of their support from the household, is considered a member of the household and should be included in the application.

Important Terminology

Assistance Programs

SNAP (Supplemental Nutrition Assistance Program), FDPIR (Food Distribution Program on Indian Reservations), and TANF (Temporary Assistance for Needy Families)

Direct Certification

Determining a child’s eligibility for free meals based on their participation in state assistance programs.

Categorically Eligible

Direct certification through local agencies and programs (Homeless, Migrant, Foster, etc). This eligibility cannot be conferred to other children in the household.

Foster Child

A child whose care and placement is the responsibility of an agency of the state. This does not apply to informal arrangements for children’s care.

Household

A group of related or unrelated individuals living as one economic unit under one roof. All people living in the household should be listed on the application, along with their income. Women who are pregnant should complete the application with their current household size and submit a new application after their child is born and their household size increases.

Free & Reduced FAQ

Do I have to fill out an application?

Unless you have received a letter indicating that the students have been directly certified, you must complete an application to receive benefits.

I made a mistake in my application; can you fix it?

No. The only error in applications that we can correct is when a student is mistakenly entered in the household section, not the student section of the application. If any other information on the application is incorrect, the adult must complete a new application. The new application will overwrite any previous applications submitted.

How do I know if my application is approved?

If an online application was submitted with a valid email address, you will receive an email with your eligibility status when the application is processed. If a paper application is submitted, it will take up to 3 weeks to receive a letter in the mail.

How long does it take to process applications?

Online applications are processed in less than 72 hours. Paper applications can take up to 10 days, or longer, depending on when they are received at the FNS office.

My grandchild is staying with me, is she considered foster?

Informal custody arrangements do not qualify the child as a foster. The household needs to complete an application based on income.

I only received direct certification letter for one of my child(ren), what about the other?

Send an email to FNS Finance listing all students in the household and their student ID numbers. We will link them all. Direct certification conveys to all students living in the household.

I only received an eligibility status letter for one of my children, what about the other?

This is likely due to the second child not yet being in our system. Generally, because the school- based registrar has not entered them into the system. It takes up to 48 hours from the time they are entered at the school until we are able to import them into our application system. It could take up to 10 days to process the application from that point.

I received a letter saying that my children are directly certified, but I do not want to receive benefits for them.

Send an email to FNS Finance listing all students in the household and their student ID numbers along with a statement that you would like to refuse benefits. Make sure to include the adult’s name in the email. Their benefits will be discontinued within 48-72 hours.

We received free & reduced-priced meals in another county, will my meal status transfer automatically?

Unfortunately, we cannot transfer eligibility status between counties. You will need to complete a Free & Reduced application for Pasco County in order to receive benefits.

My child is free because of Head Start, can you make the rest of my children free?

No. Categorical eligibility does not confer to other students within the household. You will need to complete an application if you feel you may qualify based on income. Make sure to include the Head Start child under “other household members”.

Can I use my Medicaid case number on the application?

No. There are various types of Medicaid and all children receiving Medicaid do not qualify for Free lunch. Complete an application and enter your gross income to see if you qualify.

We are homeless, will my child get free meals?

What if I no longer receive food stamps? Will you take away my child’s meal benefits?

No. Direct certification and categorical eligibility is good for the duration of the school year. Your child’s meal benefits will remain in effect until the expiration date on your notification letter.

My household situation has changed, what do I do?

Complete a new household meal application with your current income and household size. If your benefits are reduced, you will receive a notification and given a 10-day grace period. If your benefits are increased, it will be effective immediately.

My spouse is not my child's parent do I have to include their income?

Yes. All household members must be included on the application whether they are related to the child or not.

How do I complete an application?

I get WIC, doesn’t that mean my child(ren) get free lunch too?

No. The income guidelines to qualify for the WIC program are above the guidelines to qualify for free or reduced lunch. You must fill out an application based on your income to qualify.

We have a friend living with us, do I have to include their income?

Yes. Anyone living in the household must be included on the application. 

My child has a part-time job; do I have to include their income?

Yes. All income coming into the household must be included on the application.

How do I pay for meals?

There are several ways you can ensure your child has money in their meal account: 

Send your student with cash or check to give to the café cashier. 

Place money via our online platform My School Bucks Online. 

We also accept tap pay and credit cards at cashier terminals. 

I was approved for reduced meals; how much is it ?

Reduced breakfast is $0.30 and Reduced lunch is $0.40, unless your child attends a CEP school, which provides free breakfast to all students regardless of status. You can find a list here: CEP List

What if my child attends FL Virtual, e-school or home-schooled are they eligible for meal benefits?

No, If the students returns to a brick-and-mortar school before the year is over, the parent will need to contact FNS to review the child’s status to determine if they are approved for a meal benefit.

What if the household has multiple students, some attending brick-and-mortar and others attending virtual or another program?

Only the brick-and-mortar student(s) should be listed at the top of the application. Any other student(s) or siblings in the household should be listed at the bottom of the application under “other household members”.
